Statement from Buffalo Mayor Christopher P. Scanlon on the Approval of the New York State Budget; Includes Hotel Occupancy Tax and the Buffalo Parking and Mobility Authority
Buffalo Mayor Christopher P. Scanlon
Buffalo, NY — “I am pleased to share that the approved FY 2026 New York State budget includes two critical measures for the City of Buffalo for which my administration has been strongly advocating with key support from Assembly Majority Leader Crystal Peoples-Stokes: the authorization of a 3% hotel occupancy tax and the creation of the Buffalo Parking and Mobility Authority (BMPA).
The hotel occupancy tax is projected to generate $3.5 million annually and the sale of four city-owned parking garages to the new BMPA will yield $40-$50 million in upfront cash that will be used as part of my administration’s 4-year-plan, along with approximately $2.5 million in new, annual revenue. These funds are vital to closing our $70 million budget gap, allowing us to avoid layoffs, maintain city services, and prevent a substantial property tax increase for residents.
I want to extend my sincere gratitude and appreciation to Governor Kathy Hochul, Assembly Majority Leader Crystal Peoples-Stokes, and the WNY state delegation for their partnership in securing these measures in the state budget and trust in the city’s initiatives. Their support and leadership ensures Buffalo has the necessary tools to navigate its fiscal challenges and invest in our city's future.”
